What are the best papers, pencils and just all round kit to use for sketching? I also want to use maybe pastel pencils and like some kind of toned paper, maybe brown, to do some new art on. Any ideas welcomed as you will be really helping me out. Cheers critics haha

It really depends. There is no one "best" paper, pencil, etc. It's a matter of experimenting and figuring out what grounds work for you and the kind of art you want to make. If you want to play with toned paper, play with toned paper.

When picking the paper you want to use, you are looking at the quality (archival?), the weight (thickness may or may not matter for drawing), tooth (the more tooth, the more the paper texture will show in the drawing), and color. When picking pencils, while experimenting just pick up a small pack or a handful of pencils in an inexpensive brand or product line. That way you can figure out if you like the medium enough to invest in the more expensive materials.

When you find particular brands you are considering, there are also a lot of product reviews available online. Just plug the product and "review" into Google, and you should be able to get a lot of more specific info.

Totally agree with the fact that there is isn't any such best paper or pencil exists. You have keep trying and using few of them, until you find the right one of your choice.
